Prioritising CoR Application for Livestock Transportation

Following the release of a Queensland Parliamentary Transport and Utilities Committee report, the ALRTA has called on transport regulators to get serious about the application of CoR to livestock preparation.

Recommendation 2 advises the state’s transport minister to address the Heavy Vehicle National Law (HVNL) issues with other relevant Commonwealth and state ministers.

ALRTA president Kevin Keenan expressed concern that the matter has remained unresolved for two decades. He said that effluent losses from a heavy vehicle are routinely treated as a load restraint breach under the HVNL.

He said it is unfair that drivers and operators are being prosecuted when other parties in the chain are responsible and that governments should either make the COR provisions clear and effective, or just exempt effluent from the HVNL load restraint provisions completely.
